Bad weather is tricky because what one person thinks is bad weather the next person may think that its not bad at all. Having grown up in Michigan I was used to bad weather all of the time and I was taught at an early age how to drive in the snow. Now that I live in Virginia it's a whole different story.
No matter where you live you have to have some type of policy as to what is expected of your employees when the weather is bad.
